He could look back on 81 years of experience. He was born in Cleveland County on February 19, 1942, to the late Howell Melvin Tate and Mabel Padgett Tate. Both of his parents have since passed away. Since then, neither of his parents has survived to this day. Since then, none of his parents has made it past that point in time to the present day.

There has not been a single one of his parents who has survived from that point in time until the present day since then. Joe was a devout Christian, and when he was serving in the military forces of the United States of America, he gave his life for his country. This shows how much he cared about his country.
